I assume he is talking about The new popular craze of Bonder Monks in CA.
Theres a few kinds, but one popular one is Mo/me using the mantra to get blessed signet off over and over so he can spam things like RoF under Boon without energy issues.
Theres Mo/Ns with OoB also. Same deal. Mo/me's get access to Echo to though,.

...I find this funny this is finally leaking out. And to think I was flamed over and over in-game and some on these forums about how I completely disagreed that mending is a "noob" and "useless" spell. Funny...

Yes and no. You are right that is a form of bonding. But instead of Life Bond you use Mending - a healing skill to bond the other 3.
You use Blessed Signet to gain energy back (since you will have a regen of 1 or 0 arrows) and Mantra of Inscription to help on Blessed Signet.

10 wins although good is not really saying anything about the build. A decent booner (heal or prot) or half/half can do the same quite often.
The problem with bonders in CA/TA is the your are asking to be ganked with little or no backup. In Tombs and GvG they are viable because you have 2 monks to heal you. You have a map much more friendly to kiting. You run far enough and the bonds are broken.
With 1 or 0 energy regen, a couple of kick on your arse and you are basically near death with little ability to heal/prot yourself. You wasted 2 slot skill on BS and MoI, so you really are now in a disadvantage.
Bonders of different kinds in CA/TA is something I have faced. Nothing really special and far from overpowering. Like I said, you are much better having a warrior to use any kind of bonding. Adrenaline warrior enchanting a monk is incredibly more efficient.

Enchant strippers own these, but those are rare in CA.

My apologies for the loose, and obviously offensive , use of the term "leaking." Semantic discussions aside, the point is that a spell like mending is not useless, and actually contribute to some decent and strong builds imo.

Using any sort of monk will help you win in CA. I usually play a monk in CA because I simply want to win. There are many many monk builds I use, it all depends on how I feel like playing. One build uses meding, protective spirit (i think that's the name), blessed signet, and the mesmer powers that help with blessed signet (sorry forget names). I basically run from combat and let the +6 health regen do it's thing. If I need to heal and I'm out of range I just cancel one of the protective spirits for a 190 point insta heal.
Anyway although many monk builds will win 10 in CA IMO the easiest but equally effective is a boon healer. I go warior as a secondary because I like bonetti's stance.

Even a mediocre monk in CA should win several games in a row. The chances of the other team not having a monk is so high that if you lose it really is the fault of your team mates offense.
Bring it to TA and watch the mesmer and necro have fun with you.

Totally agree, though I would make the case that even in TA monks are a necessity (even if they are fun to target/kill )

Distracting Shot destroys any sort of Blessed Signet based monk build in 4v4 arenas. I love fighting them more than any other.

Well, yes and no. I wouldn't really consider Dist Shot a skill that people 'base their builds around'. Almost all rangers just have it. Sometimes Mantra of Resolve really screws people over. If they get chain interrupted they instead get chain energy drained. A ranger heavy group with one putting Migraine up (to allow a lot of interrupt chances on each spell), or a Choking Gas ranger can make this just as bad as getting interrupted in the first place.
Also, in this particular instance, the build in question already has a stance running: Mantra of Inscriptions... which *would* get eaten by Dist Shot.
